Improving Competency Assessment for a National Oil Company – Malaysia

A National Oil Company (NOC) in Malaysia identified critical gaps in the consistency and accuracy of its competency assessment process. These inconsistencies limited the company’s ability to gain a clear understanding of workforce capabilities and to ensure effective talent development.


EnergyEdge’s Role

To strengthen the process, EnergyEdge partnered with a selected team from the NOC to design and implement improvements across a two-month engagement. The goal was to enhance process control, upskill assessors, and establish clearer competency evaluation standards across the organisation.

Key activities included:

  • Conducting a situation analysis through in-depth stakeholder interviews
  • Performing a SWOT analysis based on feedback from current and potential assessors
  • Documenting an improved Competency Assessment Process, resulting in the following deliverables:
    • Process Framework and Guidelines
    • Self-Guide Refresher Booklet for Assessors
    • Self-Guide Tutorial Booklet for Assessees

In addition, a 2-day Competency Assessment Process Control Workshop was delivered for selected NOC personnel to embed the new process and build internal capability.

  • Developed a structured approach to competency management and assurance
  • Understood the shift toward a job-based, comprehensive assessment model

  • A consistent and standardised Competency Assessment Process tailored to the organisation’s needs
  • Enhanced clarity and usability through customised guidebooks for both assessors and assessees

This initiative allowed the NOC to take a structured and proactive approach to workforce capability development by aligning internal processes with modern competency management practices.
