Guidelines Development for Offshore Small Field Operations in Malaysia
A National Oil Company (NOC) in Malaysia sought to consolidate its institutional knowledge and best practices into a comprehensive, practical resource for the development and operation of offshore small fields. These guidelines were intended to support any operating company undertaking small field projects, while aligning with both national and international standards.

In 2013, EnergyEdge was engaged to support the end-to-end development of the Small Field Development and Operation Guidelines. The engagement involved close collaboration with the NOC’s internal experts to ensure the document reflected both accumulated experience and current operational realities.
Key activities included:
- Reviewing source materials contributed by nearly 100 Subject Matter Experts (SMEs) within the NOC
- Coordinating directly with a selected group of senior SMEs to define the scope and content of the guidelines
- Liaising with the project Secretariat throughout the writing and review cycle
- Producing interim drafts at predefined milestones for feedback and discussion
- Participating in technical meetings with SMEs and management to validate accuracy and intent
- Redrafting for technical precision, clarity, logical flow, and reader relevance
- Delivering the final version in two soft-copy formats for dissemination and internal use
Outcomes
- A professionally structured and technically sound guideline to assist operators with small field development
- Content aligned with both NOC expertise and applicable industry standards
- A practical reference document written in accessible, easy-to-use language
- Smooth collaboration between internal experts and external writers to capture institutional knowledge effectively
