Guidelines by a National Oil Company (NOC) in Malaysia are developed based on the accumulated knowledge, experience and best practices of the NOC complemented by national and international standards where appropriate. The Guidelines aim to provide guidance to any operating company planning to develop a small field.

In 2013, the NOC engaged PetroEDGE to develop, draft, redraft and produce a guideline for the development and operation of offshore Small Fields in Malaysia.

As part of the project, PetroEDGE reviewed the material gathered by almost 100 Subject Matter Experts (SMEs) within the NOC before liaising directly with a selected group of senior SMEs to decide what should be included in the guidelines.

The project also required PetroEDGE to:

  • Liaise directly with the Secretariat throughout the entire writing and reviewing process
  • Produce interim drafts at agreed milestones during the project
  • Attend technical meetings with senior SMEs and management
  • Redraft to ensure the writing is technically accurate, clear, easy-to-read, logically sequenced and relevant to the readers
  • Produce the final version in two soft copy formats
